2025年3月18日,值此全球深刻变革之际,观察者网与巴西247新闻网共同发起《全球南方传媒联合体倡议》,旨在强化全球南方媒体机构间的信息互通、资源共享与全球议程设定,在国际舆论场中推动公平正义、平等互信、多边主义的核心理念。

——“全球南方传媒联合体”倡议书
我们,中国观察者网和巴西Brasil 247,共同发起建立“全球南方传媒联合体”。该联合体旨在加强全球南方传媒之间的信息交流、资源共享及全球议题设置,推动建立以公平、平等、多边主义和相互尊重为核心原则的国际舆论新秩序。
长期以来,全球南方国家一直处于国际舆论场的不平等地位,被置于显微镜下,成为被观察、被研究、被定义的客体。全球南方的声音被淹没,故事被扭曲,真相被遮蔽。
今天,在这个世界格局大变动发生的历史性时刻,全球南方要成为自己故事的讲述者,自己命运的掌控者。我们倡议:全球南方传媒组织团结起来,共同发出强有力的声音,共同终结全球舆论不对等的现状。
我们将遵从以下原则,作为“全球南方传媒联合体”的行动指南和合作的基石。
·多边主义:反对单边主义、霸权主义,维护多边主义。捍卫各国自主选择发展道路的权利,反对任何形式的新殖民主义干预与经济胁迫。
·世界和平与发展:我们认为世界和平是人类的最高追求,并认识到信息传播在促进各国人民相互理解、和平解决冲突以及构建和谐与合作国际环境中的关键作用。发展权是首要的人权,经济正义不可妥协。我们要求公平获取技术、市场与气候融资的渠道。
·人类命运共同体: 我们相信,各国人民是基于团结、文化尊重、文明对话与应对全球挑战的人类命运共同体。信息传播应成为连接各国人民、促进合作与相互理解的重要桥梁。
·公平与正义:反对算法和舆论操控,倡导以人为本、开放且去中心化的新闻内容生产。让信息传播推动全球经济共同繁荣、科技和社会的公平正义,弥合数字鸿沟。
我们将在以下几个方面进行务实合作:
·议程设置与联合行动:共商符合人类共同利益的重大议题,尤其在围绕63亿南方国家人民普遍关心的议题上共同发声。
·建立全球南方媒体网络:形成跨平台交流协作机制,共享媒体资源;聚焦南方核心议题,推动去殖民化合作媒体项目,传播“全球南方传媒联合体”研究成果。
·推动公正的全球治理新秩序:发挥“联合体”的集体智慧,汇聚南方媒体的影响力,推动国际机构采纳符合南方国家利益的全球舆论新秩序框架。
·数字主权防御:共同抵制歪曲和虚假信息,联合应对针对南方国家媒体组织的舆论操控和网络攻击,共同打造公正的、符合南方国家利益的数字舆论生态。
谁掌握了话语权,谁就掌握了塑造世界的能力。今天,全球南方不再被动接受他人的描述与定义,不再是被动的观察对象,而是积极的叙事主体;不再是历史的背景,而是未来的主角。从安第斯山脉到喜马拉雅山脊,从尼罗河畔到湄公河岸,我们的声音将汇聚成一股不可阻挡的洪流。
我们呼吁,认同上述原则和目标的各国新闻媒体和媒介组织,加入我们,共同努力!

A Call to Action:Global South Media Partnership Initiative
We, the Chinese news website observersnews.com and Brazil's Brasil 247, hereby initiate the establishment of the"Global South Media Partnership." The purpose of this Partnership is to enhance the exchange of information, share resources, and set global agendas among media organizations from the Global South. Within the international public opinion, we strive to promote the principles of fairness, equality, multilateralism, and mutual respect.
The Global South's member states have been systematically relegated to a subordinate role in the international power architecture for over half a century. We have been subjected to scrutiny, examined, and defined by Global North. The voices of the Global South have been drowned out, our stories distorted, and the truth obscured.
With arrival of this historical moment of profound global transformation, we of the Global South must become the narrators of our own stories and the masters of our own destinies. We propose that media organizations from the Global South unite to amplify a powerful collective voice and to put an end to the current imbalance of representation in global public opinion.
We shall adhere to the following principles as the guiding principles and foundation for cooperation within the"Global South Media Partnership":
·Multilateralism: We oppose unilateralism and hegemonism and uphold multilateralism. We defend the right of all countries to independently choose their own development paths and oppose any form of neocolonialist intervention and economic coercion.
·World Peace and Development: We consider world peace the ultimate pursuit of humanity and recognize the crucial role of information dissemination in fostering mutual understanding among people of different nations, resolving conflicts peacefully, and building a harmonious and cooperative international environment. The right to development is an inalienable human right, and economic justice is non-negotiable. We demand fair access to technology, markets,and climate financing.
·A Community with a Shared Future for Humanity: We believe that people of all countries form a community with a shared future, based on solidarity, cultural respect, dialogue among civilizations, and a collective response to global challenges. Information dissemination should serve as an important bridge to connect people of different nations and promote cooperation and mutual understanding.
·Fairness and Justice: We oppose the manipulation of public opinion by algorithms and other means, and advocate for people-centered, open, and decentralized news content creation. We aim to use information dissemination to drive global economic prosperity, technological responsibility, and social fairness and justice, and to bridge the digital divide.
We will engage in pragmatic cooperation in the following areas:
·Agenda Setting and Joint Action: Jointly deliberate on major issues that are in the common interest of humanity, especially those that concern the 6.3 billion people of the Global South, and speak with one voice.
·Establishment of a Global South Media Network: Form a cross-platform exchange and cooperation mechanism, share media resources, focus on key issues for the Global South, promote decolonization cooperation in media projects, and disseminate research findings of the "Global South Media Partnership."
·Promotion of a New and Just Order of Global Governance: Leverage the collective wisdom emerging out of the Partnership and the influence of Southern media to encourage international institutions to adopt a new framework of global public values that aligns with the interests of countries of the Global South.
·Digital Sovereignty Defense: Jointly resist distortion and disinformation, collectively counteract manipulative public opinion campaigns and cyber-attacks targeting media organizations of the Global South, and jointly create a just digital public opinion ecosystem that serves the interests for the people of the Global South.
Whoever dominates the public voice, shape the world. Today, the Global South is no longer a passive recipient of the Global North's narratives and definitions, nor a mere observer of events, but an active protagonist shaping its own story; it is no longer confined to the margins of history, but destined to lead the future. From the Andes to the Himalayas, from the Nile's banks to the Mekong's currents—our voices will surge into an unstoppable force, reshaping the world's destiny.
We call upon media organizations and media entities from all countries that identify with the aforementioned principles and objectives to join us and work together!
